Emerging Artist Scholarship Winner

This year’s emerging artist scholarships were awarded to 2 Dubuque artists: Edward Obermueller and Barb Zehentner McKinlay. These individuals and over 60 other artists will display their work in Washington Park at the DubuqueFest fine arts fair on May 18-19, 2013. The Heavenly States
